Thanks, I was looking for was Previous mover according to standard turn order. - Which I found a way to do which worked with enough ludemes to solve my problem
However, your solution is good- it should handle most of the need for that, as well as have other direct uses.
What about the (sites Occupied by:NonMover component:"Hex") issue
I think the below works and is not too long but seems a cludge compared to the above that looks like it is supposed to work:
(intersection (sites Occupied by:All component:"Hex") (sites Occupied by:NonMover))
Should be the same for Team1 and other roles as well...
