Tchoukaillon is a simplification of Tchouka, a game created by Édouard Lucas near the end of 19th century. Tchoukaillon was created by Véronique Gautheron in the 1970s and first described by her in Deledicq and Popova's book.
There is a very simple solution, and ECT finds if often, but not always. I don't know why...
