Yes, one and the same piece can participate in flanking more than one arc. In the attached image, the red stone marked "1" participates in flanking 4 blue arcs, and the red stones marked "2" and "3" participates in flanking 3 blue arcs.
(I hope I counted correctly.. Also: I realized too late that I should have just marked the stones with the number of arcs they flank, lol.)
And nothing special happens if you flank the same arc with more than one pair of pieces.
But importantly (this might have been what you were asking), you may only flip one arc in one move. Even if you flank more arcs with the same pieces.
