To be sure of any of my answers here I would have to try to describe it, However, I think that's possible.
We can get these "arcs" with the ludeme (sites Distance ...) and a step move of enemy pieces, then in checking if that obtained region is next to another friend piece which is not the origin. Although with that way, that will give the shortest arc, which means if you can flank with 2 distinct arcs, I do not think we can get it easily, the rules allow that? Multi-arc flanking by the same piece in one move? And what happens if an arc is flanked by 3 or more friends pieces?
To check if this arc is not protecting by enemy pieces flanking too we can compute it in the same way, so that part is fine too.
