Hi,
Definition 5 on Trax's rules page states that "A line is a continuous path of track that connects opposite and outermost edges of the tiles in play, over at least 8 rows of tiles, across or down."
Your implementation seems to recognize states as winning that don't fit this definition. I've attached a few trials that show this. I also had a quick look at what are line wins on boardspace.net. Here are some screenshots of that. I only learned the rules today, so I could definitely be misunderstanding this. Perhaps you could consult someone who plays the game more.
