The rule is wrong.
I played against the author, Ingo Althöfer, on Computer Olympiad 2016. But Ludii's rule is different from what I remember.
Suppose that there are only pieces 1 and 6 on board, if dice is 3 then the player can arbitrarily choose the piece 1 or 6 to move.
However, Ludii said that there is no legal move because there is no piece 2 or 4 on board.
